The EAC Data Finder Repository is a common workplace that will allow data users to easily explore, visualize and download large datasets. This repository will provide a one-stop interface to access EAC statistical data in the following Sectors; External Sector, Government Finance, Consumer Price Index, Monetary and Finance, National Accounts, Agriculture Food and Nutrition, Poverty and Migration Statistics.

Merchandise Trade Statistics:
The responsibility for collecting, processing, and disseminating of international merchandise trade statistics in the region is anchored in the Partner States’ respective Statistics Acts. The compilation is in accordance with the international standards outlined in the International Merchandise Trade Statistics (IMTS), Concepts and Definition Manual, 2010. The scope of international trade in goods covers administrative data collected through customs and various adjustments to cover for unrecorded trade including shuttle trade and trade on electricity and following the general trade system. On Classification, the data is based on Harmonized Commodity Description and Coding System (HS) 2022. Additional 2 digits are added to the HS to make eight (8) digit code consistent with the East African Community (EAC) Common External Tariff (CET) 2022. Imports are valued at CIF while Exports are valued at FOB. The recording of goods is done when customs declaration is lodged.

Balance of payments (BOP):
The balance of payments (BOP) is a statistical statement that summarizes transactions between residents and nonresidents during a period. It consists of the goods and services account, the primary income account, the secondary income account, the capital account, and the financial account. The BOP is compiled in line with the IMF Balance of Payments and International Investment Position Manual, sixth Edition (BPM6).

Consumer Price Index Statistics

Consumer Price Indices (CPIs) measure changes over time in the general level of prices of goods and services for the final consumption of households. In order to produce a quality and a comparable CPI in the EAC region, compilers of the CPI from each of the EAC Partner States follow the EAC CPI Compilation Guidelines.
The basic information being used to compile the CPI are prices and expenditure weights which are necessary to be taken into account in order to achieve comparability of indices within the region. The CPI is based on the prices of goods and services available for purchase in the economic territory of the Partner State for the purposes of directly satisfying domestic consumer needs. The expenditure scope follows the Domestic concept and the Concept of “Household Final Monetary Consumption Expenditure (HFMCE)”.
The classification used for the calculation of the CPI and its sub-indices is the official United Nations Classification of Individual Consumption According to Purpose referred to as COICOP-2018. The formula used in calculating the Elementary Aggregate Indices is the Jevons index formula while the upper-level CPIs are computed as the weighted average indices.
Based on the East African Monetary Union (EAMU) protocol, the Consumer Price Indices (CPIs) compiled by each of the Partner States with the EAC region are expected to among other uses to support the Community in assessment of the compliance with the macroeconomic convergence criteria namely: (a) a ceiling on Core Inflation of 5%; and (b) a ceiling of Headline Inflation of 8%. Government Finance Statistics and Public Sector Debt Statistics

Government Finance Statistics:
Government finance statistics provides for reporting of fiscal transactions for the government. It is used for informed fiscal policy formulation. It includes detailed data on revenues, expenditures, transactions in financial assets and liabilities. Government finance statistics can be compiled for the general government (GG) sector and its subsectors (Budgetary Central Government (BCG), extrabudgetary units (EBU), central government (CG), local government (LG) and social security funds (SSF)). Harmonized and comparable fiscal statistics in the EAC region are compiled in line with the IMF’s Government Finance Statistics Manual (GFSM) 2014 framework.

The protocol for the establishment of East African Monetary Union (EAMU) requires the EAC Partner States macroeconomic environment converge based on an agreed convergence criteria. On the fiscal stance, the criteria require the fiscal deficit including grants to be maintained at a below 3% of GDP, fiscal deficit excluding grants to be maintained at a below 6% of GDP, and tax revenue to be maintained at above 25 % of GDP. The harmonized government finance statistics compiled in the region are expected to among others support the Community in assessment of the compliance with the requirements for EAMU Protocol.

Public Sector Debt Statistics:
Public Sector Debt Statistics provides for reporting of the stock of all liabilities held by the public sector units. Debt statistics are useful for informed debt policy formulation and debt sustainability analysis. In the EAC region, public debt statistics is compiled by debt instruments and by residence of the creditor, in line with the GFSM 2014 framework. Public Sector debt statistics can be compiled at various levels of the public sector (general government and public corporations’ sectors). The protocol for the establishment of EAMU require the public debt of the EAC Partner States in net present value to be maintained at below 50 % of GDP. The compiled debt statistics are expected to facilitate the assessment of compliance with this requirement

Monetary and Financial Statistics

Monetary and financial statistics (MFS) cover financial and non-financial assets, and financial liabilities of all institutional sectors within an economy. MFS data are useful for monetary policy formulation, analysis and implementation. It is also useful for providing a glimpse of the broad macroeconomic interlinkages through the compilation of balance sheet approach matrices for which MFS is the key data source. The harmonization and compilation of comparable MFS data in EAC is based on the IMF MFS manual 2016. The datasets are important for decision making in the implementation of the EAC monetary union.

Financial soundness indicators (FSI) are indicators of the current financial health and soundness of the financial institutions in a country, and of their corporate and household counterparts. They include both aggregated individual institution data and indicators that are representative of the markets in which the financial institutions operate. The harmonization and compilation of comparable FSI data in EAC is based on the IMF FSI Guide 2019. The datasets are important for decision making in the implementation of the EAC monetary union.

National Accounts Statistics

National accounts statistics are produced following the internationally agreed standard set of recommendations on how to compile measures of economic activity. The aggregates from national accounts are a coherent and consistent set of macroeconomic indicators, which provide an overall picture of the economic situation and are widely used for economic analysis and forecasting, policy design and policy making. EAC publishes both annual and quarterly national accounts, which are each presented with associated metadata. National accounts statistics are compiled in accordance with the East African National accounts guidelines which are follow by all Partner States. In view of monitoring the implementation of the EAMU pillar, the National Accounts statistics provides the comparable measures of convergence criteria of the Monetary Union. They are also used for international comparisons between the living standards of nationals of the various States.

Agriculture Food and Nutrition Statistics

Agriculture is one of East Africa's most important sectors, with about 80 percent of the population of the region living in rural areas and depending on agriculture for their livelihood. The agricultural sector is dominated by smallholder mixed farming of livestock, food crops, cash crops, fishing and aquaculture. The major food crops are maize, rice, potatoes, bananas, cassava, beans, vegetables, sugar, wheat, sorghum, millet and pulses.
Cash crops include: tea, cotton, coffee, pyrethrum, sugar cane, sisal, horticultural crops, oil-crops, cloves, tobacco, coconut and cashew nuts.
The livestock sub-sector consists of cattle, sheep, goats, and camels, mainly for meat and milk production; pigs and poultry for white meat and eggs respectively; hides and skins for export and industrial processing.
Fisheries products include both fresh water fish from rivers, dams and lakes and marine fish from the Indian Ocean. Forestry products include fruits, honey, herbal medicine, timber and wood for fuel.

Food Balance Sheets (FBS)

The African Development Bank (AfDB) uses Food Balance Sheets (FBS) to provide a comprehensive picture of a country's food supply and utilization. FBS data is used to inform decision makers, track progress against development goals, and analyze policy.

Poverty Statistics

Improvement in standards of living and quality of life is a basic tenet of the East African Community (EAC) integration process as expounded in Article 5 of the EAC treaty. Therefore, there is a need for the EAC to monitor consistently and comparably, the outcome of the regional integration process on the living standards of the population, hence the need for poverty statistics.

The poverty data covers indicators such as headcount rates, poverty gap, severity of poverty and Gini coefficient. It also presents complementary indicators on non-monetary measures such as deprivation in education, health, nutrition and other basic services.

Education and Gender Statistics

Education Statistics: Education is a fundamental human right as enshrined in the Universal Declaration of Human Rights given by the United Nations in 1948. According to this declaration, every person has the right to a good education, and local authorities should do whatever is needed to make sure every child gets a free and good quality education. The compilation of education statistics provides an opportunity to assess the progress towards achieving quality education for all and the EAC Vision 2050 targets on education. The EAC Vison 2050 has a number of indicators on education which should be measured in a comparable way, including; enrolment rates, literacy levels, graduation rates, and educational attainment rates, among other key indicators.

Gender Statistics: ‘Gender’ refers to the behaviours and attitudes expected of male and female members that a society or community assigns to them. The EAC Gender Policy is anchored in Article 6(d) of the Treaty for the Establishment of the East African Community where Partner States committed to adhere to the principles of democracy, the rule of law, accountability, transparency, social justice, equal opportunities, gender equality, as well as recognition, promotion and protection of human and people’s rights. Promotion of gender equality and the empowerment of women is central to the mandate of the EAC. There is a lot of demand for specific data and indicators incorporating gender perspectives for evidence-based service delivery. The users of gender data have expanded to include decision-makers at every level and in every area of development. There is greater general awareness of the need for gender statistics to inform policy formulation, planning and implementation.

DEFINITIONS OF KEY CONCEPTS
Usual resident
An individual who lives or intends to live in a place or country for at least 6 months.
Youth
The ‘youth’ refers to individuals aged between 15 and 35 years (inclusive) within a given population.
Working age migrants

To determine the working-age migrants : (a) the lower age limit should be set taking into consideration the minimum age for employment and exceptions specified in national laws or regulations, or the age of completion of compulsory schooling; (b) no upper age limit should be set, so as to permit comprehensive coverage of work activities of the adult population and to examine transitions between employment and retirement. (ILO-2016a)For purposes of international comparability, the working-age population is defined as all persons over the legal age to work, i.e. 15 years and over.
Labour force
The 'labour force' comprises all persons who are of working age (i.e. aged 15 or above) and are either 'employed' or 'unemployed' (i.e. seeking employment) during the reference period, according to national convention. (ILO-2016a)
International migrant
Any individual who changes his or her country of usual residence.
