EAC Statistics E-Learning Portal

Practical, self-paced learning in key areas of official statistics

The East African Community Statistics E-Learning Portal provides accessible, self-paced courses in key areas of official statistics. The courses are designed for statisticians, economists, planners, policymakers, researchers, students and other data users. Each course combines concise explanations, practical examples, knowledge checks and a final assessment.

What Learners Can Expect and Achieve

Learners will work through concise explanations, examples and knowledge checks at their own pace. By completing a course, they will strengthen their understanding of relevant concepts, standards and indicators and improve their ability to compile, interpret, analyse or use official statistics.

Who Benefits

The courses are suitable for statisticians, central bank and finance officials, economists, planners, policymakers, researchers, academics, students, journalists and other users of statistical information.

Registration and Certification

The modules may be accessed without registration. Learners who wish to take the final assessment and receive an EAC certificate should register on the selected course page using their name, email address, organisation, sector, country and role. The courses available are:

1.     Financial Soundness Indicators

Introduces the indicators used to assess the health, stability and resilience of the financial system.

Modules: Deposit Takers - Capital Adequacy and Asset Quality; Deposit Takers - Earnings, Liquidity and Market Risk; Insurance Corporations; Pension Funds and Money Market Funds; Real Estate, Non-Financial Corporations and Households.

2.     Monetary and Financial Statistics

Shows how money, credit and financial claims are measured across institutions and sectors of the economy.

Modules: Foundations of Monetary and Financial Statistics; The Monetary Framework and its Building Blocks; Depository Corporations Surveys and Broad Money; Other Financial Corporations and Financial Corporations Surveys; Interest Rates and Lending by Economic Activity.

3.     Government Finance Statistics

Explains how government revenue, expenditure, assets, liabilities and financing are measured and analysed.

Modules: Foundations of Government Finance Statistics; The GFSM 2014 Analytical Framework and Transactions; Coverage, Sources and Classifications; Fiscal Analysis and East African Monitoring Union (EAMU) Convergence; Debt, Natural Resources and Fiscal Sustainability.

4.     Public Sector Debt Statistics

Covers the definition, measurement, classification and analysis of public debt and debt sustainability.

Modules: Foundations of Public Sector Debt Statistics; Institutional Coverage, Debt Instruments and Data Sources; Classifying Public Debt; Gross and Net Debt, Debt-to-GDP and EAMU Convergence; Contingent Liabilities, Sustainability and Restructuring.

5.     Measuring Poverty in the East African Community

Introduces monetary and multidimensional approaches to measuring poverty using household survey data.

Modules: Introduction to Poverty Concepts; the Household Consumption Aggregate; Understanding Poverty Lines; Monetary Poverty Indicators; Multidimensional Poverty and the MPI; Designing and Conducting Household Surveys.

6.     External Sector Statistics

Explains how transactions and financial positions between an economy and the rest of the world are recorded.

Modules: Conceptual Framework and Accounting Principles; the Current Account; the Capital Account; the Financial Account; the International Investment Position.
